APCC hits back at BJP
ITANAGAR, Nov 7: Arunachal Pradesh Congress Committee (APCC) has reacted strongly to the statement of BJP National Secretary Ram Madhav, who stated that the ruling Congress Government in the state was under intensive care unit (ICU).
In a strongly worded press statement, APCC asked the BJP to get their own house in order first instead of poking nose into other’s affairs.

With regards to airport issue, APCC said that the proposed Green Field Airport at Hollongi was one among the massive economic package announced by the former Prime Minister Dr. Manmohan Singh during his visit to the State in 2008.
It is the policy decision of the central govt. to construct airport at every State capital in India. The airport must be built whosoever may be the ruler at Centre, the party added.

APYC, Seva Dal demand action
ITANAGAR, Nov 7: Arunachal Pradesh Congress Seva Dal (APCSD) and Arunachal Pradesh Youth Congress (APYC) appealed to the party high command to take stern disciplinary against those MLAs who will be found absent during the CLP meeting to be held on November 8.
The State Seva Dal and APYC in a joint press statement said that those MLAs, who are still camping in Delhi, must tender their resignation. The public didn't elect them for staying in Delhi. They better resign and let new leaders take their place, the press statement said.

ITANAGAR, Nov 7: The All Arunachal Contractors Welfare Association (AACWA) has called on the staffs of Itanagar Division office of the Assistant Commissioner Central Excise and Service Tax, Govt of India to perform their duty at the division office only.
Expressing strong resentment over the absence of the Assistant Commissioner Central Excise and Service Tax and its staffs at the Itanagar Division office, the AACWA stated that the office was established for working of the contractor matters of Arunachal Pradesh region.
It stated that the staffs of this division office are functioning from Tezpur division office although being posted at Itanagar and they make calls to contractor of Arunachal Pradesh regarding service matters and ask them to come at Tezpur office for pending issues.
Urging the department staffs to immediately come to its division office, the AACWA stated of taking action for the interest of state.
It also appealed the contractors and related institutes to not go to Tezpur office for any discussion with official regarding the service tax matter.

NHPC felicitates SMCs
ITANAGAR, Nov 7: The National Hydroelectric Power Corporation (NHPC) Ltd., Subansiri Lower Porject, Gerukamukh felicitated various school management committees of Assam and Arunachal Pradesh for successfully constructing sanitary toilets funded by NHPC in their respective schools.
The programme was organized to mark the 41st Raising Day of the NHPC.
Under this National Mission, NHPC constructed 3129 toilets in more than 2703 schools across 11 districts of Assam and two districts of Arunachal Pradesh benefitting around 2 lakh students.
More than 3000 representatives of SMCs from around 1300 schools of Assam attended the felicitation ceremony.

State Govt has no role in shifting of
airport project: Spokesperson
ITANAGAR, Nov 7: The state Government today said that it has no role in the shifting of the green field airport project from Karsingsa to Hollongi, nor has any say in its construction.
Reacting to statement of Governor J P Rajkhowa that the earlier site of airport at Karsingsa was abandoned due to vested interests of politicians, Govt spokesperson Bamang Felix said Governor’s statement “is politically inclined and at the behest of BJP.”
"This is to clarify that the state government has no role in the shifting of the green field airport from Karsingsa to Holongi nor has any say in its construction. The statement of Governor J P Rajkhowa that shifting of the said airport has been motivated with ulterior motives is politically inclined and at the behest of BJP," the spokesperson said. Governor's allegation is baseless, he added.
Giving details about site selection for the Greenfield airport project, the Govt spokesperson disclosed that since the beginning of March 2006 the State Government has been in favour of establishing the airport at Karsingsa/Banderdewa area. However in the intervening period of official procedures the Public Investment Board (PIB) in March 2009 raised some observations due to higher cost on earth work and suggested for exploring an alternate site. It even suggested using the Lilabari airport instead of constructing one in Arunachal Pradesh.”
Govt spokesperson further informed that the Ministry of Defence had issued a NOC on June 12, 2007 for construction of the Greenfield airport at Karsingsa. However, the NOC had several preconditions that are mandatory for operationalizing the airport. In the later stages, it was found by the Technical Committee and the concerned departments that it would be difficult to abide by the preconditions in case the airport was established at Karsingsa site.
Meanwhile, the Airport Authority of India (AAI) recommended Hollongi as the new site
but the state government wrote to the Union Civil Aviation Ministry on July 20, and
28 and again on December 14, 2011 stating that it has decided to have the airport
at Karsingsa. State Govt in its letters also cited various reasons for choice of
Karsingsa/Banderdewa site as the land requisition in Hollongi would be a cumbersome
process as half the area belongs to private individuals. Moreover, resettlement of
about 400 Chakma and Hajong people residing in Hollongi area would be difficult and

However, the Principle Secretary to Prime Minister submitted that the Technical Committee did not recommend the site at Banderdewa as it is surrounded by hilly terrains besides various other obstacles like limited scope for future expansion, poor safety environment.
Following the decision taken by the Principal Secretary to the PM in the meeting to construct the airport at Hollongi, which is final and binding on the state government as it concerns the safety measures cited by the national technical authority, Commissioner, Civil Aviation, GoAP wrote a letter to the Papum Pare Deputy Commissioner with a request to expedite necessary step for acquisition of the proposed land and resettlement of affected families urgently, the spokesperson added.
MoU inked for Third Party Monitoring of BADP
ITANAGAR, Nov 7: The state planning department has inked MoUs with the NABConS of NABARD and WAPCOS on Nov 6 for field monitoring of BADP projects in the state.
While representing the Project Planning and Monitoring Division of the Planning Department of state Govt, Planning Secretary, Sonam Chombay signed the MoUs with the representatives of NABConS and WAPCOS.
The third party monitors represented their experiences, observations and recommendations to the state government in a presentation witnessed by Chief Secretary Ramesh Negi, Finance Commissioner, Satya Gopal, Secretaries and Chief Engineers of various departments.

ITANAGAR, Nov 7: At least five persons were killed and four others injured when the vehicle they were travelling in skidded off the road and fell into a deep gorge between Palizi and Ramda in West Kameng district.
The SUV carrying nine passengers was on its way last evening to Seppa, the district headquarters of East Kameng district, from Itanagar, local MLA Tapuk Taku said today.
The accident occurred as the vehicle was negotiating a sharp bend, he said, adding that five persons were killed on the spot.
Taku said that one of the injured has been shifted to Tezpur in a critical condition.
He also informed that he has contacted East Kameng DC SK Singh and the East Kameng Social Welfare and Cultural Organisation chairman and secretary asking them to extend all help to the victims.
Confirming the incident, DGP S Nithyanandam said that a police team had rushed to the spot, which is located 40km from Seppa. The DGP added that the four injured passengers have been admitted to the district hospital at Seppa.

DAPORIJO, Nov 7: In recent times, Upper Subansiri district has witnessed some positive changes in environment and cleanliness management with people coming out voluntarily to protect the natural environment and keep their area neat and clean at individual, organizational and government levels.
A series of activities are being initiated to protect wildlife in the district by the people of the district, including officers and student community. Such mass initiatives were rarely seen earlier in the district.
Expressing grave concern over dwindling animal species in local forests, many village committees issued notification banning hunting of wildlife in their respective jurisdiction.
Bui Youth Welfare Society approached the local administration to issue notification completely banning hunting, fishing in their area. The Dumporijo administration, responding positively to the move passed an order strictly prohibiting hunting within its jurisdiction. Any violation of the prohibitory order will invite legal action besides hefty fines.
Hunting with firearms had been rampant during the past years in the area, particularly at night time posing a serious threat to very existence of wildlife.
The society also prohibited any kind of fishing and hunting at Sikkin River and nearby jungle of Bui village under Gusar circle.
The public, students and government officials of Daporijo are also responding positively to the call of the district administration to make the town clean and green through avenue plantation and by organizing cleanliness drive on routine basis.
Deputy Commissioner Komkar Dulom says endeavor to make the district headquarter clean and green will be continued. The township will wear better look in the next few years, he said.
He also strictly banned selling of wild meat/animals in the district which has resulted in complete withdrawal of wildlife from the markets of Daporijo. Many persons were booked for selling wildlife meat in the market illegally. They are currently undergoing trials.
“Nowadays, different species of birds can be seen in the neighborhood, which were never seen earlier before. He attributed it to community awareness on wildlife,” said a villager of Jeram village.
“Now people from Daporijo have stopped coming to their village for hunting after awareness campaign launched by Deputy Commissioner Dulom with help of PRI leaders Rocky Motu (ZPM), Kursi Kardu (ASM) and senior public.
Earlier, ZPM Motu launched a signature campaign among the villagers wherein more than 100 signatories pledged to protect and preserve wildlife. Many signatories have also pledged not to consume wild meat and protect the animals. The local MLA and many prominent persons have also signed the pledge.
Capital DA carries out eviction drive
ITANAGAR, Nov 7: The Capital Administration today carried out eviction drives to remove all the unauthorized and illegally dumped construction materials, debris, sands, bamboos, firewood and private hoardings etc along the Right of Way (RoW) of the National Highway. The small tea growers of Ruksin and Jonai (Assam) areas also formed a Self Help Group with former Tea Planter Nyodek Yonggam as its chairman, who has published a series of guide books and handed over to the new tea planters. Yonggam, a native of Oyan village in East Siang district has bagged special appreciation from Arunachal Governor for tea plantation and other social welfare activities. Around 2500 enthusiasts including participants from 10 countries with a discerning taste and interests in adventure, music, food and culture of Arunachal Pradesh are expected during the festival. This number will be supplemented by the local population of over 50000 people.
Consultative meeting on Job Mela held with PRIs
PASIGHAT, Nov 7: The first ever consultative meeting with PRIs to discuss the implementation
of the Chief Minister’s skill based training-
Addressing the ZPMs, DDI Jamoh informed that the scheme envisages empowering youths to provide appropriate vocational trainings and job to fill up vacancies in private companies.
As per the scheme, a job mela is scheduled to be held at District Industry Center, Pasighat on Nov 18. Unemployed youths should avail this opportunity and register their names. They should physically attend the Job Mela selection rally on Nov 18 and after selection the necessary expenditure for journey, food and lodging etc for the training period would be borne by the state government. On behalf of the state government the DDI urged individuals to prepare themselves to expand their horizons and step out of their hometowns to avail employment opportunities.
ZPC Kaling Dai and ZPMs Okom Yosung, O Perme, Osi Tatak, Tajing Taki, Namuk Taloh and Takir Kakki in their addresses said it was an innovative scheme and assured career progression for the unemployed youths and after completion of their respective trainings many have been absorbed in private companies and leading good life.
All the PRI leaders assured to spread awareness in the society so that maximum youths could avail the benefits of the scheme. However, expressing their dissatisfaction, the PRI leaders informed that it is reported that the Vocational Training Providers (VTPs) sometime forcibly change trades of the trainees violating the government’s instructions. The concerned authority should ensure that it is not repeated this time and special preventive measures should be taken care for safety and security of girls. DIPRO

PASIGHAT, Nov 7: As a part of the central government’s Clean India Mission, All Rani Students Union (ARSU) of East Siang, with the help of young school children, PRI members, school teachers and local villagers today launched ‘Swachh Bharat Abhiyan’ and took a pledge to keep their village and its surrounding clean and green.
Launching the Abhiyan, Ruksin ADC, T. Pada urged the students, gaon burahs and local villagers to continue the cleaning programme and develop greenery for creation of healthy environment in the area.

Ruksin EAC, Orin Lego, who briefed on Swachh Bharat Abhiyan, said the mission was a central government intuitive launched in October last year with an objective to make the country clean and green within five years.
Attending the programme, Pasighat ADC Deepak Shinde urged the villagers to use sanitary toilet and safe water. Referring public mobilization campaign on ‘Smart City’ project at Pasighat, Shinde emphasized on development of green field in the area, which is located in close proximity to Pasighat headquarter.

FC Ziro, Arunachal Unified FC win
YAZALI, Nov 7: Veterans FC Ziro and Arunachal Unified FC registered wins at the inaugural day of the Veterans Football Cup that began here today.
Organized by the Yazali-
Inspired by the Football World Cup, the trio decided to get together and hold a tournament for former football players from Lower Subansiri district. As founding member and assistant engineer (power) Yazali division Soni explained in his address today, the tournament hopes “believes in giving veteran footballers not satisfied with their past achievements a second chance”. He also said that it gives them an opportunity to boost their fitness.
The two matches played today were proof that these players may have quit the game professionally but the zeal lives on.
The first match saw E&K’s take on Veterans FC Ziro in a match that was more or less evenly matched. Players from both teams huffed and puffed in search of the first goal of the tournament but it was Hage Hanya of Ziro who broke the deadlock in the 21st minute.
Coming in from the left side of the field, Hanya broke through the defence and put a goal in with his left leg at an almost zero angle.
Just moments later, Toko Bulbul almost levelled play but his headed attempt went wide and missed the target.
Several opportunities came for both teams to put the ball in the back of the net but the match ended with the men from Ziro walking away victors.
The second match between Arunachal Unified FC and Yazali United FC was a one-
The first 15 minutes of the match was keenly contested as players battled for the ball, with a few strong tackles being made. However, as the match progressed the skills and experience of the AUFC players began to show as they dictated play. While the first half failed to produce any goals, in the second half AUFC scored two goals and dominated the rest of the match.

Things turned for the worst just two minutes later when Taja Bonung doubled the lead from outside the box. A powerful shot from Bonung saw the ball headed for the left corner, the goalkeeper unable to even move.
A total of eight teams are participating in the tournament which Lower Subansiri deputy commissioner Kanki Darang called a “one of a kind” event. DDSE Yumlam Tana also lauded the organisers stating that people should play even if they are past their prime to maintain their fitness levels.
